On 17 December 2010, the ACA-Europe held a seminar with the scientific support of the Council of Alien Law Litigation of Belgium. The topic was “Asylum and Immigration law: the national Judge between national and European standards”. The newsletter 24 will bring together all the contributions made for this seminar.
The First President of the Council of State of Belgium, Mr. R. ANDERSEN (here next Mr. Y.KREINS on the right), made an introduction and Mrs. N. VERMANDER, Head of the Legal department of the Belgian Alien Law Litigation Council presented a general report based on the answers the majority of the members of the association have send to the questionnaire. It was the opportunity to make an overview of the evaluation system into all the supreme Courts of State Members of the EU.
The three items of the programme were discussed based on a presentation made by E. JAGANDER, Judge of the Migration Swedish Court of Appeal, M. GARLICK, Head of The Policy and Legal Support Unit-UNHCR, S. KALJUME, Counsellor at the Administrative Law Chamber of the Estonian Supreme Court, S. ZALMINIENE, Judge at the Lithuanian Supreme Administrative Court, H. LUPACOVA, Assistant of a Judge of the Czech Supreme Administrative Court and J. CHLEBNY, Judge at the Polish Supreme Administrative Court, B. ZALAR, Judge, Co-Chairman of the Asylum and Migrations working group of the Association of European Administrative Judges, H. STOREY, Senior Immigration Judge of the Asylum and Immigration Tribunal of London and E. CAHILL, Judge and Chairman, for Europe, of the International Association of Refugee Law Judges. These presentations gave the occasion to start a constructive debate between all the participants.
The general findings of the seminar were made by Mr. S. BODART, Chairman of the Belgian Alien Law Litigation Council.
