On 26 May 2011, ACA-Europe held a conference in Dubrovnik which was attended by numerous participants from ACA-Europe's member councils of state and supreme administrative courts, as well as a number of individuals representing the Croatian institutions.

IMG 1214 The conference was presided over by Mr Eckhart Hien, former President of the Federal Administrative Court of Germany (here, in the middle of the photo with Mr Yves Kreins, Secretary-General of ACA-Europe, to his left).The conference was attended by the Minister of Justice of the Republic of Croatia, Mr Drazen Bosnjakovic (here on the right in the photo, near Mr Ante Galic, President of the Administrative Court of Croatia), who broadly devised the administrative justice reform due to enter into force in Croatia in January 2012.The European Commission agreed to assign one of its delegates to take part in the Conference: Mr Jean-Marie Moreau (on the left in the photo).

IMG 1343 Once attendees had discussed the Conference issues, a presentation was given on the items listed in the programme. During the presentation, the speakers – each of a very high quality – provided an overview of the best practices used in their own administrative judicial system. Four topics were chosen for their particular relevance to the administrative courts of Croatia, i.e. the review of the lawfulness of general acts, the filter mechanism, exclusive competencies, and the organisation of tribunals. These matters are due to be addressed as prerequisites for the Republic of Croatia's accession to the European Union.

IMG 1289Mr Georges Ravarani, President of the Administrative Court of Luxembourg, spoke about the review of general acts.

IMG 1335 Mr Jon Stockolm, Judge at the Supreme Court of Denmark, provided an insight into the functioning of the body responsible for filtering appeals in the Danish administrative judicial organisation of which he is President.

IMG 1378The presentations led to some interesting discussions. The conclusions of the Conference were drawn by Mr Marc Gijdara, Emeritus Professor at the Pantheon-Assas Paris II University, in charge of relations between Pantheon-Assas Paris II University and the universities of Zagreb and Split.
