In collaboration with the Council of State of France, ACA-Europe held a seminar entitled « Asylum seekers and third states’ citizens in the view of European Union law and European Convention of human rights » at the headquarters of the Council of State of Belgium on 9 May 2014. Mister Jean-Marc SAUVÉ, vice-president of the Council of State of France and president of the ACA-Europe, pronounced the introductory speech of the seminar, organized around two round tables.
The first round table discussed the following subject : «The difficulties encountered by the Supreme Administrative jurisdictions when applying the European rules on immigration and asylum », chaired by Mr. Philippe Bouvier, General Auditor in the Council of State of Belgium. Mr. Lars Bay Larsen, judge at the Court of Justice of the European Union, Mrs. Marie Gautier-Melleray, Rapporteur at the Home Affairs Department of the Council of State of France, Lord Robert CARNWATH, judge at the Supreme Court of the United Kingdom, Mr. Ilias Mazos, State Councillor at the Council of State of Greece, and Mr. Olivier Bergeau, Policy officer « Immigration and integration » at the European Commission, were the speakers of the round table.
The second round table discussed the following subject : «The terms of processing individual decisions by the administrative jurisdictions in the case of alien law litigation », chaired by Mr. Roger Stevens, President of the Council of State of Belgium. Mr. Dirk Vanheule, Dean of the Faculty of Law University of Antwerp and Advocate, Mr. Rémi Decout-Paolini, Rapporteur at the First division of the litigation department of the Council of State of France, Mrs. Eliska Cihlarova, Judge at the Supreme Administrative Court of the Czech Republic, Mr. Francis Delaporte, Vice-President of the Administrative Court of Luxembourg, et Mr. Jacek Chlebny, Judge of the Supreme Administrative Court of Poland and President of the Regional Administrative Court in Warsaw, were the speakers of the round table.
Mr. Christian Vigouroux, President of the Home Affairs Departement of the Council of State of France, spoke about the results of the work.
